Wondering how to receive money through PayPal in Uganda, if yes, then this article was specifically written for you. In this article, I’m going to show you how to receive money from PayPal in Uganda.
Before delving in to the main topic, let me start by explaining what PayPal is all about for the benefit of the people who are hearing about PayPal for the first time.
What is a PayPal Uganda ???
PayPal Uganda is a website or an App that makes it possible for the credit card holders and bank account holders in Uganda to shop online safely without exposing their credit card details (financial info) to the bad guys (unscrupulous online merchants and the hackers).
PayPal also makes it possible for the online shop owners, internet entrepreneurs, online marketers, online job freelancers in Uganda etc to receive payments (for their products and services) from customers/clients around the world.
The PayPal service also makes it possible for individuals, churches, NGO’s in Uganda to receive cash gifts/donations from loved ones/people around the world.
As of February, 2021, about 70% of the eCommerce websites (online businesses) accept payment via PayPal and most people around the world prefer issuing payment online via PayPal.
PayPal currently has more than 240 million active users around the world.
One of the reasons why PayPal has become the standard payment app for online transactions, is because the app protects both buyers and sellers against fraud. In other words, if you regularly use PayPal to receive and send payments online, there’s zero chances that you will be defrauded by anyone thanks to the tight anti-fraud security system put in place by PayPal.
PayPal can also reimburse you (refund your money) if something’s not right i.e. if you paid for a product and the seller didn’t deliver the product/your order doesn’t arrive or isn’t as the seller described, PayPal can help you get your money back from the seller. Unlike Western Union, WorldRemit, Money Gram etc where your money is non-retrievable after payment has been issued to a scammer.
Summarily, PayPal is an App that enables anyone to shop online with peace of mind as the app serves as a middleman between the buyers and the sellers to ensure that there’s no cheating or fraud… and also ensures that the hackers and unscrupulous online merchants don’t set their prying eyes on your credit card details (financial info).
With just one PayPal account, you can shop at millions of merchants around the world, and send payment for goods or services almost anywhere. You can also use any of your devices to manage your PayPal Uganda account on the go with the PayPal app.
It’s free to open a personal PayPal account and buy something using PayPal unless it involves a currency conversion.
Is it possible to receive and withdraw money from PayPal in Uganda???
This is a question i get asked almost everyday.
Yes, You can receive money through PayPal in Uganda and also withdraw your PayPal funds.
However only Ugandans with a foreign PayPal account can receive and withdraw money from PayPal in Uganda.
For those of you who don’t know….
There are two types of PayPal accounts which Ugandans can create (sign up for) on the PayPal website.
The two PayPal accounts include;
1) The Personal Paypal Uganda account and…
2) The Foreign Paypal account
1) The personal PayPal Uganda account; which is the most common PayPal account (which anyone in Uganda can easily create on the PayPal Uganda website) has only one use i.e. it can only be used to do online payments.
No receiving of money or withdrawal of funds is allowed for the personal PayPal Uganda accounts.
In other words, the internet entrepreneurs in Uganda can’t receive payment/money with a personal PayPal Uganda account talk less of withdrawing money.
When you have a personal PayPal Uganda account that can’t receive Payments/money, any company or individual who tries to send money to your PayPal Uganda account will be shown the type of error message seen in the screen-shot below.
PayPal Uganda accounts doesn’t store funds. It can only be used by Ugandans to do online payments ONLY and nothing else.
So if you are one of the online shopaholics in Uganda who often buy stuffs online with their debit or prepaid card, a personal PayPal Uganda account will be of great benefit to you as it will enable you to shop online without exposing your credit card details.
So if you are just on the buying end, then the PayPal Uganda platform was specifically created for you. The only thing you need, to start shopping online with your personal PayPal Uganda account, is a Debit/Credit card from a local Bank to link to your PayPal Uganda Account. After you have linked a card to your personal PayPal Uganda account, you can start shopping online using your personal PayPal account with peace of mind.
Many Ugandans often ask me this question; CAN I WITHDRAW MONEY FROM MY PAYPAL UGANDA ACCOUNT???
If you have a Personal Uganda PayPal account that doesn’t receive money, this means you can’t withdraw. In fact, you can’t withdraw if you can’t receive because you will have nothing to withdraw.
Only a PayPal account that receives money, permits withdrawal of funds.
So Receiving and Withdrawal feature goes together like bread and butter.
Summarily, currently it is not possible to receive money with a Personal Ugandan PayPal account but you can use it to send money online and pay for goods and services.
2) The Foreign PayPal account (Business Uganda Paypal accounts)
Unlike the restricted personal PayPal Uganda accounts (that only sends money and don’t receive funds), Ugandans with a Foreign PayPal Accounts can receive payments/money and also transfer money from their PayPal accounts to their MTN master card (MOMO Card) OR any PayPal compatible prepaid cards issued by the PayPal banks in Uganda.
Somebody may likely want to ask; What is a foreign PayPal account???.
A foreign PayPal account is a PayPal account created by a Ugandan on the PayPal website of another country (from Uganda).
It should be noted that PayPal has created specialized/localized websites (platforms) to suit the needs of all the PayPal supported countries. For example, there is a PayPal Cameroon website (paypal.cm) for the Cameroonians, PayPal Nigeria website (paypal.ng) for the Nigerians, PayPal South Africa website for the South Africans, PayPal USA for the US citizens and so on… Ugandans can create a PayPal account on the PayPal Ugandan website, Cameroonians can create a PayPal account on the PayPal Cameroon website (paypal.cm), Nigerians can create a PayPal account on the Paypal Nigeria website (paypal.ng), South Africans can create a PayPal account on the PayPal South Africa website and so on.
If a Ugandan internet entrepreneur (living in Uganda) creates a PayPal account on the PayPal website of another country (US PayPal), that PayPal account will be labelled a foreign PayPal account (just like some of our ministers have foreign bank accounts in USA, England etc). The same rule also applies with PayPal accounts.
PayPal has assigned different privileges and restrictions to the PayPal websites of the PayPal supported countries depending on the internet browsing record of the citizens of a particular country.
For example, in a country; where there’s a history of internet fraud, receiving and withdrawal of funds is not often permitted on the PayPal platform of that country. In other words, the receiving and withdrawal feature is not often available in countries that PayPal has determine that there’s a high number of internet fraudsters.
This countries without receiving and withdrawal privilege have been categorized by PayPal as “corrupt countries”. Hence by restricting the PayPal accounts of the corrupt countries to “Payment ONLY”, PayPal will indirectly reduce the number of fraudsters on their platform.
So if your country’s PayPal platform, doesn’t permit you to receive money i.e. then your country is under the PayPal corrupt country category.
If you view the list of African countries where PayPal withdrawal is possible, you will see very unpopular African nations like Mauritius, Kenya, Trinadad & Tobago, Botswana, Malawi, Lesotho etc. Those are countries with very few internet entrepreneurs yet Paypal withdrawal is possible in those countries whereas Uganda, Cameroon and Nigeria with tons of internet entrepreneurs are not allowed to receive money. This is due to the aforementioned fact.
So many Ugandans often ask me, WHEN WILL THE RECEIVING AND WITHDRAWAL RESTRICTION BE LIFTED FROM UGANDAN PAYPAL ACCOUNT SO THAT UGANDANS CAN START RECEIVING MONEY LIKE THE PEOPLE IN OTHER NATIONS????
The restriction will be lifted off when PayPal start receiving good reports about Uganda.
However if PayPal keeps receiving reports of residents of Uganda scamming/defrauding people on the internet (engaging in credit card fraud, hacking etc), the receiving and withdrawal restriction will never be lifted off as PayPal don’t want Ugandan internet fraudsters to tarnish the reputation of their platform and cause them to lose money and clients. Just like many people always say, prevention is better than cure.
Summarily, the only way Ugandans can receive money in Uganda through PayPal, is by creating a foreign PayPal account in a PayPal supported country; where it is possible to receive money.
Like seriously??? Yes!,
Its possible for a person residing in Uganda to create a PayPal Account on a PayPal site dedicated to another Country over here in Uganda. It doesn’t go against PayPal policy.
How to get a Foreign PayPal account to receive Money through PayPal in Uganda
In a previous article i wrote about PayPal withdrawal, i mentioned that, to successfully create a foreign Paypal account on the PayPal website of another country, you will need to ask a family member, relative or friend residing in that country, to help you to create the foreign PayPal account because of PayPal SMS verification hindrance.
To create a PayPal account in some PayPal supported countries , PayPal will sometimes ask you to confirm your address, by sending a verification SMS to your phone number. If you are not living in the foreign country OR have a foreign/international phone number), there will be no way you can receive the verification SMS from PayPal hence you will need the help of a family member, relative or friend living in the foreign country who can assist you to create a verified PayPal account in that PayPal supported country.
However after carrying out an in-depth research on the PayPal Uganda receiving issue, i later found out that internet entrepreneurs (living in Uganda) can successfully create a verified and fully functional foreign PayPal account (that receives money and permits withdrawal of funds) in some PayPal supported countries using their valid Ugandan phone numbers, address and legal full name.
In July, 2019, i successfully created a verified foreign PayPal account from Uganda (by myself). I have been using my verified foreign PayPal account to receive payments in my Ebay dropping shipping business. I’m also using the Foreign Paypal account to receive payments from affiliate programs which pays through PayPal and from Fiverr, Upwork and the paid survey website. I have also created foreign PayPal accounts for some of my fellow internet entrepreneurs in Uganda and some pastors in Uganda; who are currently receiving donations on their church website in Uganda.

Somebody may likely want to ask, how do i get a Foreign PayPal account???
Contrary to your expectation, i won’t reveal how i created my fully functional foreign PayPal account.
However i can create a foreign PayPal account for you, for just $50. If you think that amount is too big, you are free to experiment like me (be prepared to lose money). After i have created your foreign PayPal account (which will cost you $50 for the service), i will give you rules which you need to follow in order to avoid getting banned by Paypal.
So even if you succeed in creating a fully functional foreign PayPal account (after watching Youtube videos), but don’t know these rules, you will still end up losing your foreign Paypal account and all the funds in it. In case you don’t know, PayPal is a very sensitive platform. Any a little mistake you make, restrictions will be placed on your PayPal account or your account might be deleted to ensure the safety of Paypal users.
If your PayPal account is restricted, it means that you won’t be able to do certain things with your PayPal account, for example, sending or withdrawing money. Usually, PayPal will ask you to complete one or more tasks to remove the account restriction (like uploading the photo of your National ID or passport).
$50 can save you lots of money. Its should noted that I didn’t use any VPN or IP address, to create my Foreign Paypal account from Uganda and i don’t use a VPN/IP address in order to log in to my foreign Paypal account from Uganda. If you are interested, contact me via WhatsApp and let’s discuss.

How do i go about it???
Follow the simple instructions below to get your own foreign PayPal account today and start receiving money from loved ones abroad and payments for your products and services.
1) Contact me via WhatsApp after getting in touch with me, you will be required to answer a series of questions. The questions are centered around the purpose for which you need a PayPal account.
If you don’t provide a genuine reason why you need a foreign PayPal account or if i figure out that you intend to use your Paypal account for a fraudulent purpose ,i will not create a foreign Paypal account for you, even if you offer me $5000.
2) If the purpose for which you need a foreign Paypal account is genuine, you will be required to provide the following details for me to create your foreign Paypal account.
*** Your Legal Full name (in the right order, as found on your National Identity card or Passport).
*** Date of Birth
*** ID Card Number
*** Your Business name/brand
*** Niche or type of Online business
*** Billing Address
*** An active Uganda Phone number for SMS verification (No International Number is needed)
*** A active email Address which you have access to (it is advisable to create a new Email account for Paypal).
All the above information must be genuine, especially your phone number, Address and name ( it should appear as written on your National ID).
It should be noted that the method which i’m going to use to create your foreign Paypal account is 100% genuine and falls inline with Paypal Policies. So don’t think i’m going to hack Paypal or use a special trick in order to create you a Foreign Paypal account from Uganda.
Like i mentioned earlier, i won’t even use a VPN to create the Foreign Paypal account and you don’t need a VPN to even access the account.
One reason why its advisable to provide legal/genuine information about yourself, is because, when something goes wrong, Paypal may ask you to send them a photo of your National ID card and if the info on your national ID (like your name and address) doesn’t match the one in your Foreign Paypal account, Paypal will restrict you from receiving payments/money and from withdrawing the available funds in your foreign Paypal account balance until 180 days have elapsed. I’m speaking from personal experience.
A valid phone number is also important because it will be used to verify your identity should you lose your password. So there is absolutely no need for you to hide your identity, tweak your address, etc. In fact, what you need to keep at the back of your mind is that, the legality of your Paypal account is in your hands. If you give me fake information, you will have yourself to blame if something goes wrong in future.
PayPal is a no nonsense platform… unlike Facebook; where you can easily create Fake accounts.
3) Schedule a time you will be online. I can’t create a PayPal account for you without your assistance. In the course of creating your PayPal account, Paypal will send verification codes to your Ugandan phone number to confirm your address. Paypal will also send a confirmation message to your email. So we need to work hand in hand, to create your foreign Paypal account.
4) Issue payment for my service I accept payment for my service via MTN Mobile. My MoMo number will be provided, after your Paypal account has been created.
5) Link a prepaid card to your foreign Paypal account. After your Paypal account has been created, you will be expected to link a PayPal compatible prepaid card to your Paypal account to withdraw funds from your foreign PayPal account. If you don’t have a prepaid card yet, no worries!!. That won’t prevent you from receiving payments/money. You will only need a prepaid card to withdraw money from your Paypal account.

How to receive Payments in Uganda via Paypal
Its very easy to receive payments through Paypal in Uganda using your foreign PayPal account. To receive payment from a customer or client, all you need to do, is to give your PayPal email address to anybody who wish to send you money.
The sender will then use your PayPal email address to transfer money in to your PayPal account. Yes ! Just like that.
You can also use your PayPal email to receive donations, payment from affiliate programs, online freelance job websites, paid survey websites and other platforms which pays via PayPal.
If you are running a Shopify, WooCommerce wordpress powered online shop, you just need to add PayPal as one of the payment options.
In your shopify and Woocommerce payment settings, enter your Paypal email and save the setting. You are now ready to receive payment for your products=via Paypal.
If you are an online job freelancer with accounts on Fiverr, Upwork and other freelance job website, you can link your foreign PayPal account to your account on the freelance job websites and cash out your earnings via PayPal.
Summarily, it is important to note that your PayPal email is like your PayPal account number.
If anybody wants to send you money, you just need to give your PayPal email to the person.
How to Receive Money from Loved Ones abroad via PayPal in Uganda
Like i mentioned earlier, only Ugandans with a foreign PayPal account can create a PayPal account and you can only receive money from people who also has a PayPal account (if you own an online shop you will be able to accept credit card payments via PayPal).
To receive money in Uganda using your foreign PayPal account, all you need to do, is to send your PayPal email address to the person who wish to send you money (family, friend, relative etc)
The sender will then use your PayPal email address to transfer/send money to your Foreign PayPal account.
After money has been successfully transferred, the amount will be available in your Foreign PayPal account balance.
You can also use your PayPal email to receive donations, payment from affiliate programs, online freelance job websites, survey websites and other platforms which pays via Paypal.
How do I withdraw money from PayPal in Uganda?
To withdraw money from your foreign PayPal account in Uganda, you just need to transfer money from your foreign PayPal account to any PayPal compatible prepaid card or debit card issued by the banks in Uganda.
UBA Africard Prepaid Visa card (issued by the UBA bank) is the PayPal card that i often recommend to all my clients for PayPal withdrawal.
It will cost you about 73366.78 UGX to obtain a UBA Africard prepaid card from the UBA bank.
After you have obtained a UBA Africard prepaid card from the UBA bank. You can then link your UBA Africard to your PayPal account. Now you are ready to withdraw money from your PayPal account in Uganda.
To withdraw money from your PayPal account, you just need to click on the transfer money button as shown in the screenshot below and money will be transferred to your UBA prepaid card.
After you have received an SMS from the UBA bank that the money has been successfully transferred (deposited) to your Prepaid card, you just need to go to the UBA ATM machine and withdraw the money.
It takes just few seconds for money to be transferred from your foreign PayPal account to your UBA Africard prepaid card.
The normal/fixed transfer fee charged by PayPal for every transaction is $5 (irrespective of the amount).
How to withdraw Money from PayPal in Uganda using MTN master card (MOMO Card)
For those of you who don’t know, MTN Uganda has partnered with MasterCard (An American credit card company) to offer MTN Uganda customers the ability to create a virtual card – MTN MoMocard.
MTN Uganda decided to offer its Ugandan customers the ability to create virtual MoMo cards due to demands from customers who wanted to shop on the top online shop with funds in their MTN Uganda Mobile Money accounts.
MTN Uganda (being a company that always listen to the cry of their customers) has given Ugandans MTN Mobile Money account holders the ability to create Virtual MoMo credit card; which can be used to shop online.
Note: there’s a difference between Virtual credit cards and the physical/plastic credit cards.
The most apparent difference between virtual MTN MoMo cards and the plastic prepaid cards issued by the banks in Uganda is the fact that the MTN master card (virtual MTN MOMO Card) can only be used for online payments and for PayPal, but they cannot be used to withdraw funds from an ATM machine. In other words, that means after you have created your Virtual MoMo card, you will only receive your MoMo card details digitally via SMS, but do not get the card itself physically (a plastic card) and therefore you cannot use it in traditional offline shops or ATMs.
After creating an MTN master card ( virtual MTN MOMO Card) which takes just 2 minutes, you will receive the following details (by SMS):
- Name of Cardholder
- 16-digit Virtual MOMO Card Number (40XX-XXXX-XXXX-XXXX)
- 3-digit Security Code (CVV/CVV2)
- VCC Expiration Date (XX/20XX)
With the above MTN MoMo card details you will be able to shop on any websites or online merchants with your virtual MOMO Card Number, in any web-based shops and online stores or services, in short, anywhere on the Internet where payments by a prepaid credit card are accepted (e.g. PayPal, AlertPay, CCBill, iBill, eBay, Amazon, eFax, iTunes US, Mcafee, Moneybookers US, Norton Anti Virus, Google Checkout, Facebook, Yahoo, Skype, GoDaddy etc.).
Whenever you buy you an item or pay for a service online with your virtual MTN MoMo card, your MTN MoMo account will be debited.
Let me repeat again, Your virtual MoMo card can be used for online purchases, verify PayPal accounts and also withdraw money from your foreign PayPal account. You can’t withdraw money from your MTN Uganda Mobile money account using the MoMo cards as its not a physical card.
MTN master card (MOMO Card) is suitable for internet entrepreneurs who wish to verify their PayPal accounts or transfer money from their foreign PayPal accounts to their MoMo account.
It should be noted that the cost of creating MTN MoMo card is 1000 ugx. In other words, each MTN MoMocard you create will cost you UGX 1,000. The UGX 1,000 will be deducted from your MTN MoMo account when creating your MTN MoMocard. So you need to have atleast 1000 UGX in your MTN MoMo account to be able to create a virtual MTN MoMo card.
Ok i believe everybody has perfectly understood what MTN mastercard (MOMO Card) is all about.
Now let’s get down to business….
How to create an MTN master card (MOMO Card) in 2 minutes
Step 1. On your mobile phone simply dial *165*70# and the following preview will be shown on your screen.
Choose option 1 to move to the next phase.
2) Pay the MTN MoMo card fee.
In the next phase, you will be expected to enter your MTN mobile money pin, to confirm payment of the MTN MoMo card fee. Like i mentioned earlier, for every MTN MoMo card created, MTN charges you a fee of 1000 ugx.
After you have entered your MTN mobile money pin, 1000 ugx will be debited from your MoMo account.
After following the simple steps above, your MTN MoMo card will be created and ready for use anywhere.
You will receive a message on your phone showing the following MTN MoMo card details below..
*** Name of the card holder
*** 16-digit Virtual MOMO Card Number (40XX-XXXX-XXXX-XXXX)
*** 3-digit Security Code (CVV/CVV2)
*** VCC Expiration Date (XX/20XX)
After receiving the above MoMo card details, you can then use the details to link your Virtual MTN MoMo card to your PayPal account (verify your PayPal account).
Obviously after linking your virtual MTN MoMo Card to your PayPal account, PayPal will debit your MoMo account with a small charge ($1) and send a 4 digit code to your MoMo Card statement for you to confirm your card. You will receive the 4 digit PayPal code by SMS within 48 hours (2 business days). After receiving the 4 digit PayPal code, enter it on PayPal to confirm ownership of your virtual MTN MoMo card.
After you have confirmed your card, the $1 which was debited from your MTN MoMo account will be refunded by PayPal…Now you can start making online purchases and withdraw money from your foreign PayPal account.
How to Transfer Money from your Foreign PayPal Account to your virtual MTN MoMo card.
Somebody may likely want to ask, IF I CAN’T WITHDRAW MONEY FROM MY MTN Mastercard (MOMO Card) VIA THE ATM MACHINE, HOW WILL I GET MY MONEY???
Note : Your virtual MTN MoMo card, is just like a channel/medium through which money can be transferred from your foreign PayPal account to your MTN mobile money account i.e. whenever you transfer money from your foreign PayPal account to your MTN Momo card, the money goes in to your MTN MoMo account.
Simply put, whenever you transfer money from your PayPal account to your MTN MoMo card, you will receive an SMS that money has been transferred to your MTN mobile money account (and you can Dial *165*4# to check your MTN MoMo account). You can then withdraw the money from your MTN MoMo account through the normal means.
You can transfer up to UGX 3,000,000 to your virtual MTN MoMo card (MTN MoMo account). That is the maximum amount permitted by MTN (virtual MTN MoMo card transfer limit). When you exceed the MTN MoMo card transaction limit, you can create another virtual MTN MoMo card (using the procedure above) and link it to your foreign PayPal account.
It should be noted that the MTN MoMo card is valid for 30 days i.e. after the 30 days validity period, you will be expected to create and link another virtual MTN MoMo card to your PayPal account. Hence the best time to create an MTN MoMo card for PayPal is when you wish to withdraw money from your foreign PayPal code or make an online purchase right away given the fact that the validity period of the card is very short.
Like i mentioned earlier, each MTN MoMocard you create will cost you UGX 1,000.
Receive and withdraw PayPal funds in Uganda through a friend
Another easy way to withdraw PayPal cash in Uganda is by sending the money to a friend who has a verified account that supports withdraws.
The friend can then send it back to you through any supported payment system in Uganda as Moneygram, Western Union, Wave or WorldRemit. This is the method which i and my internet entrepreneur friends were using to withdraw money from PayPal in Uganda before we finally figure out the two aforementioned PayPal withdrawal methods.
