PayPal Cameroon 2020: Create a PayPal Account That Sends and Receive Money In Cameroon
If you have a PayPal Cameroon account that doesn’t receive money/payments and you’re looking forward to getting a fully functional Paypal account in Cameroon (that receives Money and also makes it possible for you to withdraw funds) then you’re in the right place.

Internet entrepreneurs in Cameroon buy internet data with their hard earned money and spend their quality time on the internet doing jobs ranging from internet marketing, blogging, Adf.ly, taking online surveys, doing freelance jobs and so on…, but when the time for payment comes, they are unable to receive their earnings/payments due to lack of a Paypal account (that receives money/payment).
Due to the “receiving restriction” imposed on the .CM Paypal account, some internet entrepreneurs in Cameroon resorted to receiving their payments from clients and online companies using other people’s Paypal account and earn up getting scammed.
I almost forgot to mentioned the pastors in Cameroon; who are unable to receive donations from some christian faithfuls abroad, due to lack of a Paypal account that receives money.
For those of you who don’t know….
There are two types of Paypal accounts which Cameroonians can create (sign up for) on the Paypal website. The two Paypal accounts include;
1) The Personal Paypal Cameroon account at paypal.cm and…
2) The Foreign Paypal account
1) The personal Paypal Cameroon account; which is the most common Paypal account (which anyone in Cameroon can create at the Paypal.cm website) has only one function i.e. it can only be used to do online payments. No receiving or withdrawal of funds is allowed for the Paypal Cameroon accounts.
In other words, internet entrepreneurs in Cameroon can’t receive payment/money with a Paypal Cameroon account talk less of withdrawing money.
When you have a PayPal Cameroon account that can’t receive Payments/money, any company or individual who tries to send money to your Paypal Cameroon account will be shown the type of message seen in the screen-shot below.
Paypal Cameroon accounts doesn’t store funds. It can only be used by Cameroonians to do online payments ONLY and nothing else.
If you are one of the online shopaholics in Cameroon who often buy stuffs online with their debit or prepaid cards, having a Paypal Cameroon account will be of great benefit to you.

The case of Cameroon is even better. It will surprise you to know that, Paypal is not yet available in Ghana and other African nations.

In July 2014, Paypal blacklisted Ghana and some other African countries due to the high number of credit card fraud that was originating from these countries.
Some of the countries on the list, like Nigeria have had the ban level reduced sending only but Ghana is still fully restricted as of December, 2020. In other words the Paypal users in Ghana are not even allowed to create a Paypal account.
2) The Foreign Paypal account (Business Cameroon Paypal accounts)
Unlike the restricted personal Paypal Cameroon accounts (that only sends money and don’t receive funds), Cameroonians with a Foreign Paypal Accounts can receive payments/money and also withdraw money from their Paypal accounts to their Cameroon bank accounts OR any Paypal compatible prepaid cards issued by the Cameroon banks.
Somebody may likely want to ask; What is a foreign Paypal account???.
A foreign Paypal account is a Paypal account created by a Cameroonian, on the Paypal website of another country (from Cameroon).
It should be noted that Paypal has created specialized/localized websites (platforms) to suit the needs of all the Paypal supported countries.
For example, there is a Paypal Cameroon website (paypal.cm) for the Cameroonians, Paypal Nigeria website (paypal.ng) for the Nigerians, Paypal South Africa website for the South Africans, Paypal USA for the US citizens and so on…
Cameroonians can create a Paypal account on the Paypal Cameroon website (paypal.cm), Nigerians can create a Paypal account on the Paypal Nigeria website (paypal.ng) and South Africans can create a Paypal account on the Paypal South Africa website and so on.
If a Cameroonian internet entrepreneur (living in Cameroon) creates a Paypal account on the Paypal website of another country (US Paypal), that Paypal account will be labelled a foreign Paypal account (just like some of our ministers have foreign bank accounts in USA, England etc). The same rule also applies with Paypal accounts.
Paypal has assigned different privileges to the Paypal websites of the Paypal supported countries depending on the internet browsing record of the citizens of a particular country.
For example in countries like Nigeria and Cameroon, Paypal users are only allowed to make online payments with their Paypal accounts. They are not allowed to receive and withdraw funds via Paypal Probably because the two nations are a hub of internet fraudsters.
If you view the list of African countries where Paypal withdrawal is possible, you will see very unpopular African nations like Mauritius, Kenya, Trinadad & Tobago, Botswana, Malawi, Lesotho etc. Those are countries with very few internet entrepreneurs yet Paypal withdrawal is possible in those countries whereas Cameroon and Nigeria with tons of internet entrepreneurs are not allowed to receive money talkless of withdrawing money from a Paypal account.
If you have a Personal Cameroonian PayPal account that doesn’t receive money, this means you can’t withdraw. In fact, you can’t withdraw if you can’t receive because you will have nothing to withdraw.
To cut a long story short, to be able to receive money in Cameroon through Paypal, you will need to create a Paypal account in a Paypal supported country; where it is possible to receive and withdraw. Simply put, you can create a Paypal Account on a Paypal site dedicated to another Country over here in Cameroon.
With Lesotho Paypal Account you can send and also withdraw funds unlike the Nigerian Paypal Account.
In the previous article i wrote about Paypal withdrawal, i mentioned that, to successfully create a Paypal account on the Paypal website of another country, you will need to ask a family member, relative or friend residing in that country, to help you to create the foreign Paypal account because of Paypal SMS verification hindrance.
To create a Paypal account in some Paypal supported countries , Paypal will sometimes ask you to confirm your address, by sending a verification SMS to your phone number. If you are not living in the foreign country (have a foreign/international phone number), there will be no way you can receive the verification SMS from Paypal hence you will need the help of a family member, relative or friend living in the foreign country who can assist you to create a verified Paypal account in that Paypal supported country.
However after carrying out an in-depth research on the Paypal Cameroon wahala, i later found out that internet entrepreneurs (living in Cameroon) can successfully create a verified and fully functional foreign Paypal account (that receives money and allow withdrawal) in some Paypal supported countries using their valid Cameroon phone numbers, current address and legal full name.
Just like many Cameroonians always say, impossible n’est pas camerounais.
In July, 2019, i successfully created a verified foreign Paypal account from Cameroon (by myself). I have been using my verified foreign Paypal account to receive payments in my Ebay dropping shipping business.
I’m also using the Foreign Paypal account to receive payments from affiliate programs which pays through Paypal and from fiverr.

Somebody may likely want to ask, how do i get a Foreign Paypal account???
Contrary to your expectation, i won’t reveal how i created my fully functional foreign Paypal account.
However i can create a foreign Paypal account for you, for just $50.
If you think that amount is too big, you are free to experiment like me (be prepared to lose money).
After i have created your foreign Paypal account (which will cost you $50 for the service), i will give you rules which you need to follow in order to avoid getting banned by Paypal.
So even if you succeed in creating a fully functional foreign paypal account (after watching Youtube videos), but don’t know these rules, you will still end up losing your foreign Paypal account and all the funds in it.
In case you don’t know, the Paypal website is a very sensitive platform. Any a little mistake you make, restrictions will be placed on your account or your account might be deleted to ensure the safety of Paypal users.
If your Paypal account is restricted, it means that you won’t be able to do certain things with your PayPal account, for example, sending or withdrawing money. Usually, Paypal will ask you to complete one or more tasks to remove the account restriction (like uploading the photo of your National ID or passport).

Its should noted that I didn’t use any VPN or IP address, to create my Foreign Paypal account from Cameroon and i don’t use a VPN/IP address in order to log in to my foreign Paypal account from Cameroon.

1) Contact me via Whatsapp
After getting in touch with me, you will be required to answer a series of questions. The questions are centered around the purpose for which you need a Paypal account. If you don’t provide a genuine reason why you need a paypal Cameroon account or if i figure out that you intend to use your Paypal account for a fraudulent purpose ,i will not create a foreign Paypal account for you, even if you offer me $5000.
2) If the purpose for which you need a foreign Paypal account is genuine, you will will be required to provide the following details for me to create your foreign Paypal account.
*** Your Legal Full name (in the right order, as found on your National Identity card or Passport).
*** ID Card Number
*** Your Business name/brand
*** Billing Address
*** An active Cameroon Phone number for SMS verification (No International Number is needed)
*** A working email Address (it is advisable to create a new Email account for Paypal).
All the above information must be genuine, especially your phone number and name ( it should appear as written on your National ID).
It should be noted that the method which i’m going to use to create your foreign Paypal account is 100% genuine and falls inline with Paypal Policies.
So don’t think i’m going to hack Paypal or use a special trick in order to create you a Foreign Paypal account from Cameroon. Like i mentioned earlier, i won’t even use a VPN to create the Foreign Paypal account and you don’t need a VPN to even access the account.
One reason why its advisable to provide legal/genuine information about yourself, is because, when something goes wrong, Paypal may ask you to send them a photo of your National ID card and if the info on your national ID (like your name and address) doesn’t match the one in your Foreign Paypal account, Paypal will restrict you from receiving payments/money and from withdrawing the available funds in your foreign Paypal account balance until 180 days have elapsed. I’m speaking from personal experience. Tori long but time short!.
A valid phone number is also important because it will be used to verify your identity should you lose your password.
There is absolute no need of hiding your identity, tweaking your address, etc.
In fact, what you need to keep at the back of your mind is that, Paypal is a no nonsense platform. The legality of your Paypal account is in your hands.
Paypal is unlike Facebook;where you can easily create a Fake account to attack your enemies.
3) Schedule a time you will be online.

Its very easy to receive payments via Paypal in Cameroon using your foreign Paypal account.
To receive payment from a customer or client, all you need to do, is to give your Paypal email address to anybody who wish to send you money. Yes! just like that.
You can also use your Paypal email to receive payment from affiliate programs, online freelance job websites, survey websites and other platforms which pays via Paypal.
IMPORTANT ADVICE!
When using Paypal to receive payments for your products or services, always do your job properly or sell quality products because if a client/customer is not satisfied with a particular product or service, he or she may file a complaint to Paypal and Paypal will reverse the payment i.e. in other words, their money will be refunded.
As a seller, always ship a product and ensure that a tracking number is added to the Paypal transaction detail. This is to ensure that, in a case of a dispute, the tracking number will prove to paypal that you sent a product to the customer.
It should be noted that if many paypal users keep filing a complain against you, Paypal may suspend your account.
To cut a long story short, you just need to bear in mind that Paypal was created for the serious and credible online merchants and not for the fraudsters and time wasters.

I and my internet entrepreneur friends have been using our Foreign Paypal accounts to receive payments since 2019 without experiencing any issues.
To access our Paypal accounts, we just type Paypal.com in to our browser and login. I have also downloaded the Paypal Cameroon app on my android phone which has saved me from the hassle of logging in to my Paypal account everytime i want to check my Paypal account balance or withdraw.
Like i mentioned earlier, the legality of your Paypal account lies in your hands. If you use your Paypal account for fraudulent purpose, Paypal will restrict your account and confiscate your funds.

In October, 2019 restricted my Paypal account after i receive more than $500 from a client. They asked me to send a photo of my National ID for the restriction to be uplifted. I did and within 24 hours the restriction was uplifted and i continued using my Paypal account. So Paypal is aware that i am in Cameroon.
As long as my transactions are not fraudulent, they have no reason to stop me from using my foreign Paypal account.
So the legality of your foreign Paypal account lies in your hand.
Take note: The number 1 thing that can cause Paypal to easily place a restriction on your Foreign Paypal account, is by login to your paypal account using a VPN or foreign IP address. This will trigger an alarm in the Paypal system that you are trying to do something fishy.
Never give your paypal email and password (to anybody outside of Cameroon) to log in to your account for any reason. If somebody in another country logs in to your Paypal account, Paypal will assume that a hacker has gained access in to your account. This will cause them to immediately place a receiving and withdrawal restriction on your Paypal account. The restrictions can only be uplifted after you have uploaded a photo of your valid National ID.
Is PayPal available in Cameroon?

How do I withdraw money from PayPal in Cameroon?
To withdraw money from your Foreign PayPal account in Cameroon, you will need to link your UBA AfriCard to your Foreign Paypal account and choose the withdraw option. You will be charged $5 for every withdrawal.
How do I turn my PayPal money into cash?
You can transfer the money in your Paypal balance to your UBA AfriCard and then withdraw the cash at any Visa ATM in Cameroon near you.
Will i be charged for Paypal withdrawal???

How to fund your Foreign PayPal account in Cameroon for Online Shopping.
Funding your PayPal account is simply the method or means by which you can add money to your PayPal account.
If you are not receiving any funds into your PayPal wallet and you still need to use it to make a purchase, you will have to fund it.
Here are 3 ways by which you can fund your PayPal account here in Ghana.
Transfer from friends
One of the easiest ways to fund your PayPal account all the time is to ask your friends that also have PayPal.
All you need to do is send the Ghana Cedis equivalent of how much you want to be sent to your PayPal account to your friend and they will send you the funds when you give them your PayPal email.
Beware that there are some people who would want to take advantage of you, making this process very risky. The next method, however, involves dealing with your bank.
Fund from Debit Card.
This is the safest means to fund your PayPal account in Ghana. All you need to do is to contact your bank to get a debit card frgm them.
Make sure you have enough funds on the card to be loaded on your PayPal account and add the card to your account.
From there, you can fund your PayPal account.
I recommend you use banks that have a mobile app or good USSD platform so that you can send money from your Mobile Money account directly to the bank.
Safety precautions to follow after creating your Paypal Cameroon account.
1) Avoid emails with messages prompting you to visit the Paypal Cameroon website (most of these emails are phishing emails that contain dangerous links that will take you to fake Paypal website). If you enter your user name and password on the fake Paypal website, it will be stolen.
2) After creating your Paypal Cameroon, avoid opening Email with photo/file attachments from unknown individuals or companies. Most hackers can send you an email which contains a malware attachment. When you download and click on the Malware, your computer will be compromised.
